The 15th Five-Year Plan period (2026-2030) marks the first stage in achieving the second centenary goal and is also a critical period for China to move toward the goal of basically achieving modernization by 2035. In the new era, the rubber additives industry needs to be guided by new thinking, new concepts, new models, and new business forms to achieve high-quality development.
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China. Grounded in the new stage of development, we will comprehensively, accurately, and thoroughly embrace the new development philosophy and foster a new development pattern. With the theme of promoting high-quality development of the rubber additives industry, we will harness technological innovation and integrated development as driving forces, focus on enhancing our capacity to supply high-end products, and ensure low-carbon development through improved safety and environmental protection. We will concentrate on refining and optimizing key products, perfecting and greening key technologies, strengthening and expanding leading enterprises, and cultivating new, green, and innovative productivity. By addressing development bottlenecks from multiple dimensions, we will strike a balance between development and security, and steadily advance China’s rubber additives industry toward the end of the industrial chain, the high end of the value chain, and the cutting edge of the innovation chain, thereby building an internationally first-class rubber additives industry cluster with enduring core competitiveness.
During the 15th Five-Year Plan period, China’s rubber additive industry is expected to enter a stable phase. During the 14th Five-Year Plan period, leading domestic enterprises significantly expanded their production capacity; the 15th Five-Year Plan period will see a period of capacity release.
The internet, social media, and vertical information platforms have dramatically boosted the efficiency of information dissemination. As a result, companies can quickly track competitors’ activities, industry policies, and shifts in user demands, significantly reducing information asymmetry among market participants. The costs of various rubber products are becoming increasingly transparent, and with more manufacturers entering the market, the overall industry’s sales revenue is growing slowly.
The industry’s overall technological innovation capability has been effectively enhanced, and the proportion of high-performance, green products has significantly increased. Enterprises are encouraged and supported to establish various science and technology innovation platforms, such as “national-level and provincial-level technology research centers,” “enterprise technology centers,” and “engineering research centers.” Enterprises are also encouraged to collaborate with universities and research institutes, working together to commercialize research achievements from these institutions.
We will intensify the development and promotion of green process technologies, and in conjunction with policies aimed at revitalizing traditional industries and upgrading equipment, actively adopt advanced equipment and processes to accelerate the green transformation and upgrading of key products. We will increase the proportion of clean energy use and enhance the level of resource recycling. We will strengthen online monitoring of enterprise energy consumption, improve the informationization level of energy-saving management, and explore “zero-carbon” development models. We will continue to advance the construction of smart manufacturing workshops and smart manufacturing plants, and establish a group of benchmark enterprises that have successfully undergone digital transformation.
